This is a power cable with standard connectors meant for computer motherboards to provide power to the CPU. 
On one end is a female CPU 8-pin connector. On the other end are four male CPU 4-pin connectors. These connectors can be clipped together to form two 8-pin connectors.
The regulatory labeling on the cable reads: "VW-1 I A 1007 18AWG 80°C 300V"
Note: this is not a CPU power to PCIe power cable. You will not be able to power your GPU with this unless you have one of the nonstandard Nvidia Tesla cards which takes CPU power.
